Bid Results
Sealed bids addressed to the Louisville and Jefferson County Metropolitan Sewer District, 700 West Liberty St., Louisville, Kentucky 40203 for the construction of Derek R. Guthrie Water Quality Treatment Center Pumping Package, 11601 Lower River Road, Louisville, Kentucky 40272, Contract No. 15477, Budget ID No. H06302, Drawing Record No. 15477, Sheets 1 through 272 will be received at the office of MSD until 1:00 P.M. Local Time, March 11, 2010, and at that place and time be publicly opened and read.
The following major work items are included in the Contract: 1. One concrete junction box to divert flow from the existing 120-inch Pond Creek Interceptor (PCI) to the Raw Watewater Pump Station (RWPS). 2. Removing and filling portions of the existing, abandoned PCI. 3. One Raw Wastewater Pump Station. 4. One concrete junction box to direct RWPS bypass flow to the existing 120-inch PCI. 5. Modifications inside the Influent Screening Chamber including, but not limited to, demolition and patching. 6. Modifications to the existing, renamed Wet Weather Pump Station (WWPS) including but not limited to, demolition of switchgear, pumps and drives, replacement of switchgear, pumps and drives, piping installation and removal, shipment, repair, return shipment and reinstallation of existing Pump 4A. Cleaning of the WWPS Wet Well A and Wet Well B. 7. A Short-Term Detention Basin (STDB). 8. Relocation of existing utilities and piping. 9. Yard piping. 10. Site electrical. 11. Site work, including wetlands restoration. Approximately 0.22 acres of Wetlands 10 and 11 will be temporarily impacted by the installation of a sewer line. Each wetland will be restored to pre- construction grades following construction activities.

A site visit will be held in the afternoon at the Derek R. Guthrie Water Quality Treatment Center Administration Building at 11601 Lower River Road, Louisville, Kentucky 40272, 1:30 P.M. Local Time, February 9, 2010. Additional site visits will be announced at the pre-bid meeting.

The Engineer’s Construction Cost Estimate for this project is between $45,000,000.00 to $60,000,000.00. Plans, Specifications and Information for bidders will be available on, January 29, 2010, online at www.msdbids.com. Copies of the construction drawings and specifications will no longer be available for pick-up at the MSD Customer Service counter. The charge for each set of contract documents is outlined on the above-referenced web site. When applicable, an Excel spreadsheet of the bid items will be available for download on the www.msdbids.com web site at no additional charge.

All inquiries and questions prior to the bid opening shall be directed, in writing, to MSD's Project Manager Larry Boone. Questions received less than ten days prior to the date for opening of bids may not be answered. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. All inquiries and questions between the bid opening and the contract awarding shall be directed, in writing, to MSD's Director of Engineering and Chief Engineer, Mark J. Johnson, P.E.
Bidders shall comply with MSD's Supplier Diversity (MBE/WBE Participation) Contractor Compliance Program (CCP). See MSD Construction-Related MBE/WBE Documents and Forms. The CCP is considered as one of the elements of responsiveness in a bid. Bidders must subcontract at least 15% of the total amount of the Contract Bid price to a certified MBE and 6% to a certified WBE, or the bidder must have submitted adequate documentation for failure to do so (see the CCP for specific requirements). Each bidder is responsible for careful review of the MBE/WBE CCP requirements contained in the bid documents. Failure to fully comply with the CCP may be grounds for rejection of the bid as non responsive.
MSD may give preference to local businesses seeking to do business as suppliers or prime contractors which are defined as businesses that have headquarters or a branch office currently located in Louisville Metro that has been located in this area for at least one year prior to the date of the Invitation for Bid. When applicable, five percent (5%) will be added to the bid price quoted by each bidder or RFP respondent for a business that does not meet the definition of local business as set forth in MSD’s Procurement Regulations, Section 2A-14(a) when calculating price points for bid award.
All local bidders must submit a completed and signed Local Business Preference Certification form along with their bid proposal. The form should be included in the bid package or can be found on MSD’s website at http://www.msdlouky.org/insidemsd/miscdocs.htm.
The Contract will be awarded on the basis of the lowest responsive, responsible bid, subject to the approval of the Board of MSD. MSD reserves the right to reject any or all bids or waive any informality in any bid.
